About the EB

The WVF Executive Board is composed of the President, the Deputy President, the Secretary General, the Treasurer General, and 6 Vice Presidents who are the elected or appointed Chairpersons of the Regional Standing Committees and the Standing Committee on Women.

The members of the Executive Board, except for the Secretary General, are appointed or elected by the General Assembly. Following a change to the WVF Constitution adopted by the 28th General Assembly, which was held in Sopot (Poland) in 2015, the Secretary General is now also appointed by the Executive Board.

Secretary General

Mr. Dan Viggo Bergtun

Dan-Viggo Bergtun was born in Harstad, in the North of Norway in 1956. After his Basic Business School in Marketing, he joined the Norwegian Army in the North of Norway. After the Army and mission for UN peacekeepers, he was employed by the government of Oslo. He has been working for veterans since 1978 and was former SCEA Chair and Vice President of the WVF 2009-2015. WVF President from 2015 to 2023.

WVF General Secretary from 2023. Member of SPIA (Soldiers of Peace International Association) and Honorary President of the WVF.

Maj. Gen. Vidosav Kovacevic

Deputy President

Major General Vidosav Kovačević was born in 1955. During his career, he completed all the highest military schools, from the Military Gymnasium, the Military Academy – Air Force and Air Defense, to the General Staff Training. He was the head of the Administration for Morale of the Yugoslav Army, the assistant to the chief of the General Staff of the Yugoslav Army, and the head of the Military Academy. He took part in military operations and has the status of a First Category fighter.He has been a member of the Presidency of SUBNOR since 2013, in 2015 he was elected deputy president, and he became the president of the Alliance of Associations of Fighters of the National Liberation Wars of Serbia by the Decision of the Electoral Assembly in 2020.He was elected deputy president of the WVF at the 30th General Assembly in Belgrade on March 9, 2022.

Mr. Tut Gatwech Garang SCAA

Vice President

Tut Gatwech Garang was born in South Sudan while it was still part of the greater Sudan. After the civil war broke out. Tut sought asylum in Denmark where he has lived ever since. Tut has a background in Marketing and Communication and is an alumnus of the University College South Denmark,

During the liberation of South Sudan Tut was a part of the Red army terms as The Lost Boys of South Sudan, priority to elected as a Chairman of Standing committee of African affairs he was assisting as head of communication and protocol for former Chairman Colonel Alfred Fuller

Tut Gatwech previously led SPLM Denmark Chapter, a lobbying organization whose main task is to bringing people from South Sudan with SPLM membership together.

SOUTH SUDAN

Lt. Gen. Chi Liang Wu SCAP

Vice President

Chi Liang Wu was a graduate of the Artillery Class of the Chinese Military Academy (CMA) in Taiwan, 1964.

Later, he also graduated from the Military Art Institute of the National Defense University in Taiwan.

After graduation from the CMA, he worked his military career up from lieutenant to lieutenant general; from platoon leader to deputy commander-in-chief. The appointment has to be approved by the EB.

Dr. Hugh Milroy SCEA

Vice President

Dr. Hugh Milroy OBE, BTh, MA, Ph.D, DCL (h.c.), Chief Executive of Veterans Aid (VA) since 2005 and during this time the charity has been transformed to become the national “accident & emergency unit” for the Veteran community throughout the UK. He was appointed Chair of SCEA and Vice President of the WVF in November 2022. Elected Vice President WVF 2023.

UNITED KINGDOM

Mr. Saif Khan SCA

Vice President

Saif Khan currently serves as an attorney specializing in Veterans Law in the United States of America. He was elected Chairman of the Standing Committee for the Americas (SCA) and Vice President of the World Veterans Federation during the first World Veterans Congress that was held in Paris, France in 2019.

Mr. Khan served in the United States Army as a Combat Engineer and deployed to Iraq in support of Operation Iraqi Freedom.

Mr. Khan is on leave.
